Cities of Baja California


Tijuana and its metropolitan area comprised of Rosarito and Tecate is the largest industrial center of baja California. The city is located in Baja California’s northeast section; it is known as “the corner of Mexico.”

To the north, it borders with the United States, to the south with the municipalities of Playas de Rosarito and Ensenada, to the east with Tecate; and to the west with the Pacific Ocean. Its population is of 1,559,683 inhabitants.

This city has developed world-class capabilities in the electronic, medical device, aerospace and automotive industries, as well as emerging capabilities in clean technology.

It has more than 50 years of experience in the export of manufacturing, activity from which the 35% of its GDP is estimated. The manufacturing industry is the main source of employment and represents 47% of the city’s permanent jobs generated by the private sector.

With 569 plants, Tijuana has more export manufacturing plants than any other city in Mexico. Tijuana also has the biggest concentration of aerospace companies in the country.

Besides the industrial activity, the trade, tourism, and financial service sectors also sustain Tijuana’s economy.

The average GDP growth within the past 10 years has been 4.1% (more than three times the national average).

The Tijuana Metropolitan Area

The metropolitan area of Tijuana is comprised of the municipalities of Tijuana, Tecate and Playas de Rosarito; its population amounts to 1,751,430 inhabitants.

It borders to the north with the state of California, to the west with the coasts of the Pacific Ocean, and to the south with the municipality of Ensenada; which is Mexico’s biggest trans-border metropolitan area.

Of the 56 metropolitan areas that exist in the country, Tijuana’s metropolitan area occupies the 6th place in economic development in Mexico and 21st in Latin America.


Rosarito is the state’s youngest municipality. It has 90,668 inhabitants. Its principal economical activities are trade, tourism and fishing.

Tourism contributes to about 34.4% of the municipality’s earnings, whose features are an extensive and beautiful coastline, sandy beaches and cliffs, excellent climate, modern hotels, first class restaurants and resorts that are comparable to those of the best cities. The municipality and city of Tecate is strategically located in the geographical center of northern Baja California. Through its territory runs the highway network that connects the state’s five municipalities, as well as a commercial and touristic crossing port to the United States, and a railway with great potential due to its connection between the cities of San Diego and Los Angeles.

Tecate’s fundamental economic activity are the brewing industry, the maquiladora industry, and, to a lesser degree, the agriculture, cattle raising, trade and services.

Currently, there are 135 maquiladoras established in Tecate, with an average longevity of 15 years.

One of the most traditional communication mediums in Tecate is the railroad that comes from Campo, California and ends in Tijuana, Baja California. It is used to transport supplies and finished products to the United States. There are highly advanced projects designed to carrying cargo and passengers from Tecate to Tijuana, as well as a freight train from Ensenada to Tecate. The railroad system is designed to be an alternative pathway in the industrial, commercial and tourist transportation.

After Tijuana, Mexicali is Baja California's second largest industrial center and the State capital city. It has a population of 936,826 inhabitants, 80% of which are live in urbanized areas. The main economic activities are manufacturing, trade, services and construction. Furthermore, within the agricultural sector, the Mexicali Valley is one of the country’s most important locations.

Last but not least, Ensenada is a smaller, quieter city with distinctive advantages such as unique academic institutions and harbor infrastructure. The city has a population of 466,814. In Mexico, it stands out as the city with more scientists per capita, so it is one of the country’s main venues for research and development (R&D). Among the 12 institutions of higher education in Ensenada, there are four major R&D centers, mostly focused on biotechnology, nano sciences, information technology and communication, optics, physics and marine science.

Ensenada is connected with 64 ports of 28 countries around the world and is home to Mexico’s closest seaport and fleet to Asia. It offers a competitive service for the movement of containers and general cargo, and, therefore, is an excellent choice to establish direct communication with the markets of the United States, as well as Central and South America’s.

Exports through the Port of Ensenada are mainly to China, Hong Kong, Korea, Japan, Malaysia, Taiwan and Indonesia in Asia; Costa Rica, Honduras and Chile in Central America; France, Italy and Spain in Europe; Morocco and Algeria in Africa. Imports mainly come from the same Asia export countries, Nicaragua in Central America and New Zealand in Oceania, among others. The greatest dynamism is present with Asia, due to the maquiladora industry trade.

Among the city’s strengths is the low personnel turnover rate (an average of 3% to 5%), low operating costs, and educational training focused on engineering, science and technology.
